That's just the "You won" flash. You could have input the 66A+G quicker for sure, and the life absorb mash cannot do its shit when the opponent dies half-way. So extra inputs seem to be ignored.
Raphael's only "Just Frame" so far is 3A+B:5, but I don't think it's the one frame slide everyone thinks it is. Either that or a one frame slide isn't that bad : /
