I've never really thought about that before :/ He doesn't own her but she does work for him. She also wouldn't think twice about giving up her soul for Soul Edge.
Alternately, we can see in her endings that her loyalty seems more tied to Soul Edge than Nighty. SC4 ending, she watches him die and then takes the sword or something like that.

In one of SC3 endings, she actually becomes the new host.
I guess she's free to do as she pleases. Meh, don't bother with the story too much, it's full of plotholes.
