Why are the new characters for MKX so much cooler than SCV? >.> <3 Erron Black <3 <3

I wonder why they (the developers) have Kilik, Edge Master, and Elsyium as characters with random move sets copy from other characters on the character roster; instead they could have Talim, Zasalamel, and Hong Yun-seong on the roster. I know that Edge Master, and Elsyium is part of the story line, but the roster thing doesn't add up and Kilik can still be has own move set.
