The spoiler tags use javascript. The javascript is designed to "degrade gracefully". By default, spoilers are OPEN, then when the javascript kicks in, they become hidden. Why is it this way? Because if the javascript somehow fails (such as if someone has javascript disabled on their browser), the content will still be viewable.
If by default the spoilers were closed; and the javascript failed... then the content would never be viewable.
