Well console manufacturers like Nintendo use region codes to prevent ppl from purchasing games from different continents and playing it on their console in another continent. I cannot say if Microsoft's Xbox One does the same; I know Sony's Playstation consoles are region tolerant.
 
Xbox 360 had region coding, though from what I've heard it they cut it from the Xbox One.

I see, but I recall you saying that JPN > PAL > NTSC, how come?

That is dependent on the SC series and the date the series is released to each region.

SC3 was released first to America; then they used the remaining time to improve and fix bugs before it gets released to Europe; then they improve and fix bugs before releasing to Asia.

SC2 same deal except I think they start from Asia, Europe and then America.

At that time SC2 and SC3 did not have any online feature so there were no patch updates.
